When you use a hotspot from your phone the site/peers/whatever sees an IP that your ISP has assigned to you and could share that with authorities etc.
When you use a WiFi they see an IP assigned to the owner of the WiFi.
Security wise its easier for others in the WiFi to try and fuck with your computer since you are on the same LAN.
So it depends on what you fear the most.

For people to try and effectively respond to those issues they must be able to communicate privately with no fear of retribution.
It also requires private and secure communications to be a normal thing and not an indicator that the parties involved are criminals, terrorists or pedos.

There is as far as I can tell no new actual license just a payment scheme and some shaming functionality. They even offer you the software if you don’t pay. Remember the GPL allows them to require payment to give you the software, they just can’t prohibit someone else giving you the software.
However calling unpaid copies unlicensed is incorrect, they are licensed under the GPL (just like paid ones are).

Of course unless you take measures your isp will know you 've been accessing that site. Additionally even though the domain is normally under Russian control your country’s authority can actually order your ISP to have it’s DNS direct you elsewhere.
I don’t hate GrapheneOS but if your issue with the Android ecosystem is largely due to Google’s decisions in the software side, promoting Google’s hardware because currently they allow you to use alternative software is compromising your future options.

I can see him getting into a long term relationship that could guarantee the projects survival long-term,(and you at least invest some money for a lawyer to tell you what your are signing on for). For something that would get a few months for the project not so much.
