There are literally no exciting phones in mass-market carriers (at least in the US) anymore, why would anybody buy the next model phones every time? Not to mention their insane costs…

This was its Ingenuity’s 55th flight, originally the goal was to get “up to” 5 demo flights!

Seems to be that the take away is that yes, there is a budget shortfall, but also that they’re choosing to build new buildings rather than upkeep unnecessary historic buildings. It’d be great if there were more funding, but also, no need to sink money into dilapidated structures.
