I would think that if they are sent by USPS then the states would not be able to legally intercept them. USPS is not responsible for enforcing state laws and there are some pretty serious laws protecting the privacy and integrity of your parcels and mail.
One of my favorite encounters when I ran 5e was using a roper on the ceiling while the party fought a couple ghouls. The bard and wizard were very surprised 👹
Agreed, APA is the most sensible and straightforward generally.
I will always have a soft spot for Turrabian though since it was what my undergraduate history dept used and I lived it when I was writing my thesis.
