Well, not a super duper lot by itself per sé. But ReactOS tries to be a binary compatible, open source Windows clone and was stuck at an 2000/XP-level scope of compatibility for ages. Now they progress into the Vista-7-8(.1) era. I suppose this can open a few doors for some further improvements to the rest of the system, given some time.

Oh I suuuuure wish we would have to pay a subscription for sideloading! I suuuure would hate if we got the feature for free permanently! Man, I soooo want to pay a subscription for this basic feature soooooo baaaaad!
In this day and age, I’d be not at all surprised if you had to pay a monthly “developer fee” or similar to get access to sideloading.
Its relatively “low” resolution really helps it achieve better fps, but the trend of not optimizing and praying FSR does it good enough may be an issue.
I’ve never tried the really big titles on it, so I can’t say reliably, I’m afraid.

To make your own distro, you will need two key things: a budget and people. Given how cutting budgets is also a thing with many government things, you run into danger of lesser maintenance standards of the distro as time progresses. Be it important as it may, the institutions will have to shell out money to make and support a standardized system. Using a mainstream or larger existing distro that also covers enterprise use cases can at least offset some of these troubles. Being able to and actually making it a reality are two different things, sadly.
