    This has got to have something to do with the Russo-Japanese War, fighting over the Kuril Islands between Hokkaido and Kamchatka.

      Yes I believe so. 1904-5. The Russians lost a lot of battleships in comparison to Japan. At that time spectators would have looked down on little Japan and it’s military ambitions, then things changed a lot :0
