My immediate reaction to the idea is that they’re missing out on a hell of a lot of rotational speed, launching that far north.
Investigating a little further, it appears there’s less benefit to launching near the equator than I expected.

Which is exactly what you want for polar and SSO launches. That rotational speed would otherwise need to be cancelled out in what would essentially be a plane-change maneuver. You won’t be launching to the ISS or to GEO from Andøya, but its perfect for imaging and observation satellites.
